A MOHRE labour inspector can arrive at any time. Inspections are unannounced, thorough, and the consequences of being unprepared are serious — fines, permit freezes, and public blacklisting. But if your HR is in order, an inspection should be nothing to fear.

 


What Triggers a MOHRE Inspection?

       Routine sector-wide compliance drives — MOHRE regularly inspects companies in specific industries

       Employee complaint — formal complaints often trigger an inspection

       Emiratisation non-compliance — companies below quota may be inspected

What MOHRE Inspectors Check

1. Employment Contracts

Every employee on your MOHRE file must have a signed, registered employment contract. Inspectors check:

       Contracts are fixed-term (no new unlimited contracts post-2021)

       Salary figures match what is being paid through WPS

       Job titles match MOHRE's approved classification

       Probation period does not exceed six months

2. WPS and Payroll Records

Inspectors can access MOHRE's WPS data directly and may ask for your internal payroll records — salary payment confirmations for the last 12 months, SIF file submission records, evidence that payments match contract amounts.

3. Working Hours and Overtime

Inspectors may check timesheets, access control records, or interview employees about actual working hours. Excessive unpaid overtime is one of the most common violations found.

4. Leave Records

You must show employees are taking legally entitled annual leave, that sick leave is documented, and that leave salary was paid correctly.

5. Emiratisation Records

For companies above 50 employees, inspectors verify your current Emirati headcount against your required quota. Mismatches result in immediate penalty notices.

6. Health and Safety

Basic workplace safety standards: visible emergency exits, first aid availability, absence of obvious hazards.

Documents to Have Ready at All Times

       MOHRE company registration certificate

       Trade licence (current and valid)

       Signed employment contracts for every active employee

       Current employee list matching your MOHRE file exactly

       WPS payment records for the last 12 months

       Leave records for all employees

       Timesheets or attendance records

       HR policy handbook with signed employee acknowledgements

       Emirates ID and visa copies for all employees

 

How to Handle the Inspector on the Day

       Remain calm and cooperative — inspectors respond positively to transparency

       Ask for the inspector's official ID and inspection warrant

       Designate one person (HR manager or senior staff) to accompany the inspector

       Do not deny access to records — this makes violations worse

       Take notes on everything the inspector reviews

       Request a copy of the inspection report before the inspector leaves

 

After the Inspection: What Happens Next

If no violations are found, you receive a clean inspection certificate.

If violations are found, you receive a notice detailing:

       The specific violation(s) found

       The applicable fine or penalty

       A deadline to remedy each violation (typically 30 days)

Fines must be paid through the MOHRE portal. Violations must be remedied and evidenced. If you disagree with a finding, there is a formal appeal process through MOHRE.
